关于by后面接数值的问题

请问老师，为何“increase by 3 times 要译为”增长至三倍“而不可以译为”增长了三倍“，但”increase by 30%“却又要译为”增长了30%“。这两个by 在含义上是有差别吗？

increase by...

increase to...

不同就在这两个介词上。

by 表示“根据哪种比率增长”，意为“增长了”；

to 表示增长后的结果，意为“增长到”。

网友的一些说法有误。“increase by 3 times 要译为“增长至三倍”而不可以译为“增长了三倍”，——这是哪儿来的结论？
